Circuit Breakers are designed to protect the wiring. If it senses excess heat it should shut off or "trip" however the older the breaker the less likely it will function propperly. Check oven and dryer connections at least once a year.

Electrical Fires can be caused by loose or over loaded Neutral wires. Symptoms of this can range from flickering lights or excessive lamp failure. The wire in this picture was not propperly secured in tge panel, and eventually melted down.
